If you can CTRL+ALT+DEL and get the task manager see if anything is hanging the system then boot to safe mode and try to get rid of it. If you don't se anything obvious try starting windows explorer from task manager by going to File->New Task (Run) and type in "explorer". If you can't get to task manager then go to safe mode and run msconfig and uncheck everything from startup to see if some program is causing the problem.
