I seldom have delays at startup. But at shutdown I've seen delays of several minutes
if there are other users logged on.
In particular I have an account with admin rights that I use for getting Windows
updates, etc. Sometimes if I leave that account logged on and especially if there
are programs running, it can take several minutes to shutdown from my normal non-admin
account.
