I think I've figured it out. When the icons are alphabetized, the full path name
is used. However we only see "name" of the icon which is the end of the path.
The clue came from the statement that icons created by the user were in order. Here
are paths of one that has not yet been fixed. There was also a clue I was slow to
pick up on - the shortcuts I created did not contain (2) at the end indicating there
were duplicated. This suggested they were in different locations. Here is the proof
--
C:\Documents and Settings\All Users\Desktop\Adobe Photoshop Elements 2.0
C:\Documents and Settings\FStone\Desktop\Adobe Photoshop Elements 2.0
The first icon and those in "All Users" appeared first because "All Users" sorts
ahead of "FStone".
Just my two cents worth.
