HUGE Fonts + No Backgrounds + WMP Looks Horrible

Hi Guys,
I was doing some support on a system today (P4, 1.5GHz, 256MB, NVidia GF2, WinXP
Home) and they are suffering from absolutely HUGE fonts in IE and Outlook Express.
In addition, background fills do not show up in websites.
Also, WMP looks HORRIBLE as it's basically text buttons with a video display. This
is also true for their norton antivirus.
OK - so I have definitely checked that their system has all of the correct font settings
(medium font size in IE, proper encoding for websites, they are set to 96 DPI, their
windows is COMPLETELY updated as well as their display drivers). In addition, their
accessibility options in IE are set properly (i.e., no ignore's or loading of a CSS).
I have also checked their regular accessibility settings << nothing untowards shows
up. Plus, they are running on windows "classic" mode so there's no funny business
going on with custom font settings.
Their basic windows fonts look perfect, however.
I am completely stumped as to what more I can try.
Any help is GREATLY appreciated.
