An Answer, I think, but no good fix

Ok y'all ------
I've been watching Internet Explorer when I shut down & start up. I think Helen
was onto something before when she said to watch if IE's file menu 'work offline'
is checked or not when you close IE out and start it up. When I open IE, if 'work
offline' is checked, I'll get that #$%&%#$ message when I try to go to a website.
But if I uncheck 'work offline' first, presto = no message.
So the message pops up because 'work offline' is checked. But why would it be checked?
'Cause you've been working offline !
I found that when I close IE and unhook from the net, and then work offline with
some webpages I saved, sure 'nuff, next day when I fire-up IE, the 'work offline'
file menu item is checked and unless I uncheck it, I'll get the message when I try
to go to a website. If I don't work offline with saved webpages between on-line
sessions of IE, then 'no problemo' -- no checked 'work offline' item and no message
when I next launch IE to a webpage.
After all that, the sad part is, I still don't have a permanent fix. Thank you M$
!
