Yep, seems you're stuck with it - its a "feature"! LOL!! There are lots of "features" in XP, took me a couple of weeks to disable what I could. If you want to use IE and not have an active internet connection seems your stuck... think its MS's way of saying "go broadband"! (but where I am it's still too expensive to bother).
