I have a question about How do I stop a program from running whenever I start Windows?:

Greetings, I have recently been victimized by adware of some other form of pop up program. I found the file, but i can not delete it because file is "currently running". It automatically starts running at start up. I get 20 pop ups in 10 seconds, without being connected to the internet. Can anyone help?
