Safe mode screen comes up

Thank you Wrangler, the error message did not come up but when we tried restarting the system it went to the safe mode screen.Tried booting the system in safe mode ..no go.Tried last known good configuration..no go.And would stay there only"We apologise foir the inconvenience but windows did not start normally........" Why was this? Please help.
