1. Check no programs are requesting a connection eg for updates. Turn off if not
necessary.
2. Move programs that may be requesting a connection from the startup folder (right
click start then open>programs. Place them outside the startup folder.
3. (Submitted by Bruce M. Cosden, Alexandria, Virginia to the Devil's own troubleshooting
pages):
[...]
To turn off AutoDial follow these steps
a) Open Control Panel, and then click Performance and Maintenance.
b) Click Administrative Tools, and then double–click Services.
c) Double–click Remote Access Auto Connection Manager.
d) Click Stop to shutdown the service, then set the Startup type at Disabled, and
then click OK.
Now your computer will never try to automatically dial up an Internet connection.
To connect to the Internet manually, use whatever Internet connection you specified
in Network Connections.
