I know this is  old, but it may help others.

Firstly, BACKUP YOUR ENTIRE REGISTRY.

There's plenty of information regarding this process accesible from Help in the Regedit 
utility itself so i will skip that how-to.  i suggest exporting the entire registry 
container to both, your user Desktop, AND the C:\ directory (the root). Desktop, 
so you can easily double-click to add the container to your registry, and C:\ directory 
so that if your system becomes unbootable (for some reason, like if you became Delete 
key happy), you can "easily" restore the working container to the registry via the 
XP recovery console

NOW: starting under CurrentUser, F3 to search for "My Pictures" (without quotes) 
 on the right hand pane, you should see something like this:
My Pictures   -  REG_SZ  - C:\Pictures*or whatever*
double click on "My Pictures" name, and change it's data value back to C:\Documents 
and Settings\*your profile name*\*your profile name*'s Documents\*your profile name*'s 
Pictures

do the same for all instances like this one that you see, you can change them back 
later... if you dare!  Typically, they'll be located in ShellFolders and UserShellFolders 
keys.  You may, when re-searching, discover a name called CommonPictures, make sure 
the value for that is the All Users\Documents\My Pictures that it should be.  On 
my machine i get a name but no value for My Pictures under "HKEY_USERS\.Default" 
and it works fine.  this is what XP uses to build new users.  Change the value under 
S-1-538lkhsdlgljfjal... you get the idea the same as the previous profiles and you 
should be good to go!   Reboot and MailBomb me if i screwed up your system royally! 
 Just kidding, this should alleviate all your (hopefully) past problems!
