Question about 'Resolving Hardware Conflicts'

I have a question about Resolving Hardware Conflicts:

Hello people, Happy New Year. My error is similar to the previous one. It's "Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)". This in the Device Manager. what can i do apart from re-installing and checking and using last known good configuration please? Any ideas. It was working before but after upgrading the burning software for cd-r both cd-rom and cd-r aren't working now. I think i can't update my BIOS as well. Thanks in advance. Regards, mtnk.
