Curious fact: Windows 3.1 supported 16-bit color icons perfectly... behold:

The 32-bit glitch appears to have been added in Windows 95 to get people to purchase
that stupid "PLUS!" pack.
The same guy fiddled with Windows 3.1 and made it look just like the "eXPerience".
