I have had this only on one of the three windows XP (pro) installations I use.
I found the simplest and most "eejut-proof" way is to keep a backup of the "themes"
folder somewhere handy and just copy back the themes folder into resources/themes.
Its only 4mb.
Tip: if you have "lost" the original themes folder, and restore is enabled, just
restore to a point where it was all working and copy the themes from there. It works.
Just slap it on your desktop and it will still be there when you undo the restore
back to the latest.
I usually leave restore enabled for a week or two after a fresh install, just in
case.
Be very grateful if anyone could tell us what is actually going wrong here! this
has happened on three different hard drives now, after full format and clean installs.
