Getting into the BIOS has nothing to do with the OS, it's a matter of getting the 
timing right. It's easiest to just start hitting the button repeatedly until something 
happens. Getting into Safe Mode is a different matter. Again you should hit F8 repeatedly, 
but it's common for people not to be able to get into Safe Mode with XP using the 
F8 key. If you can't then you're somewhat in trouble. You can try to do a repair 
re-installation:

but that will mean booting from your CDROM, and you'll probably have to get into 
the BIOS to do that.
