windows stuck at maximal size

Windows XP seems to get windows stuck at their maximized size without actually being
maximized: they are in the variable size mode but just take up the entire desktop.
This means the only way you can resize it is to (1) move it partially offscreen
so you can grab a corner, (2) resize it to something smaller and (3) move it back
since step (1) moved part of it off the desktop. Very annoying.
Oftentimes, this happens when you've maximized the application and closed it so that
the next time you start up, it starts up large taking up the entire desktop but *not*
in a maximized state. What is really annoying, though, is when you haven't actually
closed the application or when it just seems to decide that, having at some point
been maximized, the next window brought up in the (multiple windows) application
will be full-sized but not maximized.
Amazing how the folks at Microsoft can introduce stupidities such as this. Anyone
know of any patches or workarounds?
