You may need to tweak dcom. At run type dcomcnfg, select default properties tab, set boxes to Identify and Connect. Sometimes it seems these get changed by something - I had the same prob and it worked fine. No need to reinstall SP3 as according to Microsoft support http://support.microsoft.com/default.aspx?scid=kb;en-us;Q319624
