Then you find the entry HKey_LocalMachine/Software/Microsoft/Windows NT/CurrentVersion/Winlogon and the right side will say Shell Reg_sz Explorer.exe C:\Windows\System32.exe, i deleted this when i had the same message and it got rid of the start up message. I'm no mega smart person when it comes to this so I'm not sure how safe to delete it it is but it did work for me.
