High Water Mark Notification In Outlook Express

I have Windows XP with Outlook Express 6 When receiving a video in my mail......I get it,but afterwards I get a new mail saying: Subject: ATTENTION: High Water Mark Notification, total bytes stored. Your mailbox is over the high water mark.
> Please delete some messages from your mailbox! I can receive other mail without getting this Notification. My Outlook Express is cleanned.All is empty in the in box,outbox,sent and deleted. Can anyone tell me what this means and how do I correct this. HELP.....Waiting for your Reply Evelyn
