I found the solution. I too could not find a cure in site. Until I did the most obvious
thing to me.
Go to start, then run. Type in msconfig and hit enter. Go to the services tab. In
that list, make sure Telephony has a check mark next to it. Restart then try it again.
Mostlikely it'll work.
Or do this (its the same as above but you do not have to restart for it to work right
away, although you should restart). Go to control panel, then administative tools,
then to services. In that list, go to Telephony and then to double click on it.
Then go to start up type.. and select manual. Once you do that, right below that
it says "service status" click on start.
This deffinately help if the updates nor the MS article doesn't work.
I hope this helps someone.
