I had the same problem. I had to edit the registry. Under (HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\SeCMACHINE/Software/Microsoft/Windows NT/CurrentVersion/Winlogon/AllocateCDRoms) change the Data value to (1) for the DisplayType. It worked for me.
