Question about 'Various Keyboard Shortcuts'

I have a question about Various
Keyboard Shortcuts:
Is CTRL+ALT+D a reserved shortcut? It is a required shortcut in an application, but
it doesn't work. Trying to set it as a keyboard shortcut to run an application/open
a file in either XP or 2000 won't work either, it simply reverts to 'none'. (Likewise
I & L) The problem shows up in different makes of PIV desktops (but not PIIIs or
laptops?!) with both vendor preload and original Microsoft installs. A fresh install
of 2000 SP1 does work, so maybe it's the service packs?
