Right-click the taskbar, choose properties. Click the Start Menu tab. Depending on what type of Start Menu you have enabled, there are different solutions. If you have the Classic (98/2000) Start Menu click Customize, under Advanced Start Menu Options, the last option is Use Personalized Menus. Uncheck it. If you have the XP Start Menu, click Customize, Advanced tab, under Start Menu Items, uncheck Scroll Programs.
