Question about 'Save Your Desktop Layout'

I have a question about Save Your Desktop Layout:

I have Windows XP Professional for an operating system. I would like to be able to move the desktop icons, but I am unable to do so. I have followed another persons advice on this discussion board that perhaps I need to right click on the empty area of the desktop and uncheck "auto arrange icons." I have no check by "auto arrange icons," but I am still unable to get my icons on my desktop within Windows XP Professional to move. Where does a person go to enable icon moving, or drag and drop procedure on my desktop?
