I am having the same problem
I am running Win98 and I cannot use setup.exe at all. From trying to install the
drivers for a new sound card to installing small children's games. It starts, the
hourglass appears when the install button is selected, then disappears and the screen
goes blank, task mangers shows it but does not state it as not responding the task
needs to be ended to regain the desktop
