To answer your original question, yes. I believe the power supply can cause the
slow boot. I have been dealing with a slow boot for ages, even reinstalled windows
with a clean boot. Then the computer stopped working at all. I replaced my 300w
off brand for a 350w Antec and I could not believe my eyes. I stood there in awe
as my computer that use to take three minutes to boot now booted in 20 seconds!
