I was having the same problem. It took me about 10 hours of troubleshooting to figure
it out. The solution that worked for me was easier than I could of imagined. Under
the phone/modem option in the control panel, Configure this so it is aware of your
area code and save. For some reason this trigged the other options for the modem
and PPPOE. I hope this works for you too.
