This suggestion likewise fixed the error for me on my Dell Latitude D400. In addition,
I was having another problem which was cured by this fix.
I was trying to install Microsoft ActiveSync so I could synchronize my PDA. It would
copy all the files, then fail without any errors. Once I re-enabled the Spectrum24
service, I could install with no problem. I was suspicious of this being the fix,
because once I would click on End Program twice, some ActiveSync errors would appear
very briefly before the session ended.
