Question about 'Get Rid of the Recycle Bin'

I see how to get rid of it - can I re-enable it? SFC? The icon appears to have something in the bin but When I look there, or through Explorer it is empty. Here comes the terrifying part. If I rt. click and click empty a popup box asks "Do you really want to delete WINDOWS?"
