I too have been plagued with this annoying problem for many months. Even tho I told
Norton System Works to ignore the problem,and it says it will, the OBC tests run
every week still report the same thing as a problem. I took the advice of one respondent
to download the dll file from the www.dll-files.com site and I stored the unzipped
version to C:/windows/system folder and that got rid of the problem.
