I had the same problem. The numlock would turn on as soon as the Windows wallpaper
would load. Since I change the wallpaper to the company logo, I knew where to look.
Open regedit.exe and locate
HKEY_Users\.Default\Control Panel\Keyboard\
InitialKeyboardIndicator should = 0 not 2
This works for me, I hope it works for you too.
