I have had this problem off and on for the last 2 years and just lived with it.
But I think the answer was in front of me all this time. I have 5 additional
users and I was the only one that had the problem of my icons moving on their own.
I right clicked on the desktop on all the others and each had a check mark align
to grid.
Try this:
1) only have a check mark next to show desktop icons.
2) move the icons the way you want them to appear on your desktop
3) check align to grid. the icons should move slightly but will stay in the same
arrangement you left them
4)check lock web items on desktop
See IF that might keep your icons from wandering.
