I know this thread is old, but the problem is still valid...
Try going in to your bios and clicking the "load fail safe defaults" tab. I had exact
same problem on a fresh install. the failsafe defaults thing worked for me.
All I had previously changed in my bios was the boot order. I made the HDD boot first.
for some reason this was the problem. Now I have to wait for it to check the floppy
drive before booting, but at least it will shut off instead of just rebooting when
I tell it to shut off.
