What it is really, and a simple solution I don't have, but the following works for me with no exceptions: Shut WinXP off, remove the PCI USB card, reboot (surprise surprise, it's completely alive!), run check disk (which will require you to reboot; allow it). Shut Win XP off, insert PCI USB card, reboot, it works again till the next time you shut down. Pros: it works always on my system. Cons: it's long Good enough for me, and I don't turn off.
