I have experienced this issue on my Windows XP pro PC. I have not experienced it
on Windows 2000. Updating or reinstalling MSXML v. 4.0 with SP2 resolved my issue.
Please be advised of a security patch for this as well.
Here are 2 Microsoft web pages that discuss the issue and the 2nd provides a downloadable
fix.
