I read an earlier post about this. I wrote a quick batch
c: 
cd \windows
regedit   

with notepad (save as whatever.bat) Ran the batch
and it opened.  then went to HKey_curr  exefile\shell\open\command and edited the 
string to
"%1" %*  (including the quotes) and everything opens fine now.
