Hope I'm not too late to help. I also upgraded from 98SE to XP Pro...and got the 1606 error on several software installs. Here is the fix that worked for me: run regedit. go to: My Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders. Open Common Administrative Tools. Delete the current string. Replace with this string: %ALLUSERSPROFILE%\START MENU\PROGRAMS\ADMINISTRATIVE TOOLS. Reboot. Apparently, the 98SE to XP Pro upgrade does not transfer or allocate all the correct registry entries. Hope this helps.
