With XP, I just simply went to Control Panel/Sounds And Devices. Clicked the Sounds tab and loaded the default sounds. The computer speaker wasnt turned off but it kept it from being used as a replacement noise or a default sound. My volume control went back to normal as well. Making a silent wav file and associating it as the default sound is a good idea for those that want complete silence and no noise at all.
