The registry entry with {645ff040-5081-...} did not affect my XP. I upgraded from
Win98SE. But found if you regedit HKCU\SOFTWARE\microsoft\windows\shellNoRoam\MUICache.
Then replaced the new name for "Recycle Bin" in the @C:\WINDOWS\system32\SHELL32.dll,
-8964 key worked.
Be sure to set permissions to allow you to make the change.
