I have the same problem (but using Windows XP Pro italian version)
I have:
-unlocked desktop items in desktop
-Selected in VISUAL EFFECTS ''use drop shadows for icon labels''
-Not selected anything in Web tab of the desktop settings...
BUT NOTHING :'(
I can't find a solution...
PS: I get the shadow only for bmp wallpapers :( (and thats ugly)
