In my case, using Windows XP Professional, some installation program clobbered the
Autoexec.NT file in the Windows/System32 directory, causing the error message described
to appear when running 16-bit programs. I was able to fix it by simply copying the
Autoexec.NT file from the Windows/Repair directory to the Windows/System32 directory.
The installation CD was not necessary to fix the problem.
