I tried all the previous suggestions, but none of them worked. I did find a solution that worked for me. I'm posting it just in case others like me are still searching for a fix. I opened windows explorer - tools - folder options - files types. I selected the .jpg file type and choose advanced. I could not find a "preview" option there, so I decided to add one. I clicked New... entered a new action of "Preview" and for the application I entered rundll32.exe C:\WINDOWS\System32\shimgvw.dll, ImageView_Fullscreen %1 I clicked OK, then selected the new Preview choice and clicked Set Default. Voila! I had the preview as the default option again with both Open and Edit still available. In the Picture and Fax viewer, when I click "Closes this program and opens the file for editing" it still starts Paint Shop Pro. I especially liked this option as it didn't require editing the registry directly. I hope it works for others.
