Question about 'Use Multiple Languages on a Single System'

The article mentioned that "you can also set up multiple user profiles, each set
to a different primary language". How do you do that exactly? Say if I have two
users A and B on an XP machine, how do I set user A's primary language to Japanese
and user B to English?
