for the default interface language of course there only one... but you can install another language and key board system.
turn on advance text service. show the language bar at taskbar, you can also configure what shortcut key should be use to change between input language from regional and language setting
in my machine i turn the advance language setting on, even i have no foreign language keyboard, i still can use on screen keyboard service to write in chinese or japanese if i want it.
