The problem is documented in MS...

A common user had the explorer with the system32 folder everytime he logs on.
In my case, the problem was located in the Default value of the [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run]
key... for the local administrator.
To resolve the issue I had to Log on as the administrator and then use the regedit
tools to clean the bad registry value.
Problem resolved!
