Just had this problem on the client's PC,
I found out with the help of RegMon what all permissions was missing from my registry
key
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Enum\USB
(can be any other key in Enum branch in your case).
In this case Device Manager just aborts reading device information and displays nothing.
To fix, check permissions on all the keys here, should be "Full Control" for "SYSTEM"
and "Read" for "Everyone", and add them if necessary.
