Audrie, I share your frustration. I have had the same problem with my PC and done
all that you have done with no success (BTW, Mozilla Firefox is a much better browser
than IE).
Here is the solution that should work for you (Windows 2000 OS):
Go to "control panel" and click on "administrative tools", then scroll down to "services".
A new window will open that lists a number of installed services. Locate the "messenger"
service. Right click on it and choose "properties" from the pop-up menu. You'll
get another dialog window where you will change the properties to set the startup
type from automatic to "manual", and then click the "stop" button to kill the service.
Finally hit "apply" and your problems should be over.
If your PC has a Win XP OS, then the steps will be slightly different (e.g., names
of buttons in quotes above will be different but similar). If you use Internet Messenger
or something similar, you may have to make additional adjustments to get instant
messaging turned on when needed.
