All,
I too had this problem when I installed a USB camera from Logitech. I learned from
this web site: http://www.webservertalk.com/archive49-2004-7-289039.html
That the security permissions for the system and administrators was missing when
viewed under regedt32.exe. I went to registry key: HKEY_LOCAL_MACHINE/SYSTEM/CurrentControlSet/Enum.
Highlighted the Enum entry, go to the top of the regedt32 menu bar, choose "Security",
and view the settings for key "Enum". You might notice that it is void of "allow"
checkmarks for the local members of the machine you are working on. Check "allow"
for each login account you want to allow access to the device manager, click apply
and re-run the device manager.
