The solution BELOW worked for me wonderfully, although enabling all those devices
tried my patience.
These were the things that happened before my 'problem' occurred. I'm not sure which
one actually triggered the problem...but in the future this might help.
1) I installed a Windows Security Update for adware (released in the last couple
of weeks).
2) I uninstalled Spybot S-D (anti spyware program that affects the system registry)
3) I tried booting up using the Diagnostic Startup once, which possibly disabled
all my services (even if I then booted up with the Normal Startup afterwards nothing
worked though...maybe the settings didn't just bounce back.)
