this worked for me with no need to reboot onwindows XP
start run regedit then
open
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
delete the 2 filter entries (right click delete)
then open control panel and in system, hardware tab, device manager uninstall the
cd drive that is giving you trouble then
from the menu choose action, scan for hardware changes and your cd should appear
and be usable
