Okay, in regards to "How do I make the background of desktop icon text transparent?", there is another reason why your text on your icons may NOT be transparent:

TURN OFF THE ACTIVE DESKTOP. After a while of tinkering around with this, I realized that if you have active desktop turned on, it can force the background of your icon text to be opaque. To solve this, go to: Display Properties -> Desktop -> Customize Desktop -> Web tab, then UNCHECK everything, and uncheck "Lock desktop items"
